Ideally no don’t remove the plug/stopper instead drill a series of 5mm holes in the stopper itself to allow drainage. This allows drainage but prevents leaves and debris
from falling into the water butt department and causing any sludge growth in the saved rainwater.

There are mesh covers which you can buy which help prevent any soil fail from the water butt planter into the water butt.

The raised outlet positioned at the front of the water butt planter is designed to attach
a hose or watering cans to withdraw the water. In this outlet you can add a tap

The bottom rear outlet allows you to drain the water reservoir completely or link multiple water butts of the same size. Fit the green plastic shut-off valve with a hose
connector provided.

If you don’t use your water butt frequently then of course stagnant water is going to smell very unpleasant. Just make sure no wildlife has entered the water butt but the water even with its smell is full of nutrients and is very good for your garden! You are not going to drink it so don’t worry.

Yes, if you use your water butt and empty it for using it in the garden during the summer then when we have large down pours through the autumn and winter it will start to refill again.
